Down Payment Assistance in Georgia (2026 Guide)

Georgia Dream offers up to $12,500 in down payment assistance, and it is a genuinely useful program. But there is one fact about it that many published guides get wrong, and it changes the math entirely:

Georgia Dream assistance is never forgiven. Not after five years, not after ten, not after thirty. It is a 0% deferred second mortgage that you repay whenever you sell, refinance, or stop living in the home. Here is the full picture.

The structure, stated plainly

The Georgia Department of Community Affairs is unambiguous in its own lender documentation: it offers a 0% interest concurrent and non-forgivable second mortgage as down payment assistance.

The consumer FAQ says the same — repayment is due when you sell, refinance, or no longer occupy the home as your primary residence, and the funds are recycled to future applicants rather than forgiven.

There is no forgiveness term at all. Not prorated, not a cliff, not five or ten years. A buyer who stays thirty years and then sells still repays the full principal. Any site describing Georgia Dream as a “grant” or as “forgivable after X years” is simply incorrect.

That said, 0% money with no monthly payment is real help. You are borrowing rather than receiving, and you settle it out of your sale proceeds — but for a buyer without a down payment, that is a meaningful bridge.

The three assistance tiers

Georgia Dream sets assistance by borrower category rather than by need:

  • Standard: 5% of the purchase price or $10,000, whichever is less.
  • PEN (Protectors, Educators & Nurses — public safety, teachers, healthcare workers, active military): 6% or $12,500, whichever is less.
  • CHOICE (borrower or a family member living with a disability): 6% or $12,500.

If you work in public safety, education, healthcare, or are active military, make sure your lender codes you as PEN. The difference is $2,500 and it is purely a matter of category.

The four first mortgage programs

  • Georgia Dream (Standard) — the bond program, first-time buyers only, with the full assistance tiers above.
  • Georgia Dream Peach Plus — open to first-time and repeat buyers, but note the lower percentages against the same dollar caps: 3.5% standard, 4% for PEN and Choice.
  • Georgia Dream Peach Advantage — a conventional option, first-time and repeat, with assistance of 0% or 2–5% of the first-lien amount. The 0% option pairs with a reduced first mortgage rate.
  • Georgia Dream Peach Select VAcannot use Georgia Dream assistance at all. Worth knowing before you plan around it.

One additional consideration on the bond programs (Standard, Peach Plus, Peach Select): they carry IRS recapture tax exposure for nine years from closing. That is a separate obligation from the second mortgage, triggered only if you sell at a gain with substantially increased income, but ask your lender to explain it.

Income and purchase price limits

Effective July 8, 2026, income limits are set by region and family size.

Georgia Dream Standard (roughly 100% AMI)

  • Atlanta-Sandy Springs-Roswell MSA (24 counties): $137,555 for one or two people, $158,188 for three or more.
  • Athens MSA: $118,152 / $135,875.
  • All other Georgia counties: $101,700 / $116,955.

Peach Plus (roughly 150% AMI — exactly 1.5x the above)

  • Atlanta MSA: $206,333 / $237,282.
  • Athens MSA: $177,228 / $203,813.
  • All other counties: $152,550 / $175,433.

That 150% tier is unusually generous and makes Peach Plus reachable for a lot of Atlanta households who assume they earn too much for assistance.

Purchase price limits

  • Atlanta MSA: $625,000 Standard, $650,000 Peach Plus, $725,000 Peach Advantage.
  • Athens MSA: $525,000 / $575,000 / $650,000.
  • All other counties: $475,000 / $500,000 / $575,000.

One source conflict worth noting: the Peach Plus product matrix says up to $725,000 while the maximum limits table for the same date shows $650,000. The limits table is the more specific document, so we cite $650,000 — but confirm with your lender.

Requirements

  • Minimum credit score 640 (660 for manufactured housing). No-score manual underwriting is not permitted on Peach Plus.
  • Debt-to-income: at 700+ it follows automated underwriting; at 640–699 the cap is 45%; manual underwriting caps total DTI at 36%.
  • Homebuyer education is required through a HUD-approved counseling agency — and for Peach Plus it is required of every buyer, first-time or not. Online option costs about $50.
  • Liquid asset cap: $20,000 or 20% of the sales price, whichever is greater, on Georgia Dream and Peach Plus.
  • First-time buyer required, or no ownership in three years, or a purchase in a targeted area — where you need not be a first-time buyer but may not own other real estate at closing.

Georgia has no state first-generation program. All Georgia Dream products are currently open with no waitlist or lottery. The only formally closed DCA program is the legacy Hardest Hit Fund, whose last reservations were in June 2020 and which still occasionally appears on aggregator sites.

How to approach it

  1. Check whether you qualify for PEN — public safety, teaching, healthcare and active military all get $12,500 instead of $10,000.
  2. If your income is above the Standard limit, ask about Peach Plus. Its 150% AMI ceiling reaches far higher than most buyers expect.
  3. If you are looking at a VA loan, know that Peach Select VA cannot use Georgia Dream assistance.
  4. Budget for the second mortgage as a real debt you will settle at sale. It is not forgiven under any circumstances.
  5. Ask your lender to explain the nine-year IRS recapture exposure on the bond programs before you sign.
